Fixed a bug with scheduling

I have discovered that time-based (i.e. scheduler with trigger) actions were triggered twice around the given time. I have improved the scheduling by matching the requested time with a current time based on minutes and adding a code to check only once per minute. As a result of these changes, I needed to split the scheduler and continuous actions execution.
